AND THE SECOND HALF OF THE PRESENTATION TODAY WILL BE LORI BAILEY, WHO WILL TALK ABOUT THE SPECIFIC STANDARDS. AND IT'S A GOOD BREAK, BECAUSE I KNOW QUITE A BIT ABOUT POLICY AND I ONLY RECENTLY LEARNED HOW TO SPELL HTML, SO IT'S PROBABLY NOT A GOOD THING FOR ME TO TALK TOO MUCH DETAIL ABOUT THE STANDARDS. IT'S BEEN SAID ABOUT ME THAT I CAN FILL ANY VOID. THIS IS NOT NECESSARILY A GOOD THING. YOU HAVE HANDOUTS. YOU HAVE RESOURCES. I HAVE THE POWER POINT SLIDES. LIKE I SAY, THEY KIND OF FALL INTO TWO GROUPS. THERE ARE POLICIES THAT TALK ABOUT AN OVERVIEW OF WHAT NEEDS TO GET DONE. IT DOESN'T REALLY GO INTO A GREAT DEAL OF DETAIL IN THE POLICY ITSELF ABOUT WHY IT NEEDS TO GET DONE, AND I WILL TALK A LITTLE BIT ABOUT THAT, IN PARTICULAR, TONIGHT. AND THEN, THE STANDARDS REALLY TALK ABOUT HOW TO GET THOSE THINGS DONE. AND I KNOW WE HAVE A MIXED AUDIENCE AND SOME OF YOU ARE MORE ANXIOUS TO HEAR ABOUT THE "HOW" AND OTHERS OF YOU ARE MORE ANXIOUS TO HEAR ABOUT THE "WHAT." THE NEW POLICIES GO INTO EFFECT AT THE END OF JUNE. THAT'S KIND OF THE IMPLEMENTATION DATE. THEIR SCOPE IS TO ESSENTIALLY COVER ALL OF OSU'S WEB SPACE THAT DOES BUSINESS AS OSU. I MEAN, THAT'S KIND OF THE SHORT ANSWER TO THE SCOPE OF THOSE GUIDELINES. WE'RE GOING TO GO THROUGH THAT INTO MORE DETAIL. WE'RE GOING TO TALK ABOUT WHY THOSE POLICIES WERE PUT INTO PLACE, THEIR SCOPE, THE IMPLEMENTATION PRIORITIES. I KNOW SOME OF YOU REPRESENT AREAS WITH A GREAT DEAL OF WEB SPACE. I DON'T THINK THERE'S ANYBODY HERE TODAY FROM THE FISHER COLLEGE OF BUSINESS, BUT, YOU KNOW, WE GAVE UP WHEN WE GOT TO PAGE 5000 FOR THEM. OTHERS OF YOU ARE HERE FROM SMALLER SHOPS AND CAN SAY, "THESE TEN PAGES AND WE'RE GOOD TO GO." SO WE'RE GOING TO TALK ABOUT HOW YOU PRIORITIZE THAT BASED ON WHERE YOU ARE. SOMETHING THAT GOES WITH THAT INCREDIBLE DIVERSITY OF STRUCTURE AND SIZE FOR DIFFERENT WEB RESPONSIBILITIES ON CAMPUS IS ALSO SOME VARIABILITY IN THE REPORTING STRUCTURE. THE POLICIES DO SET UP A REPORTING STRUCTURE IN ANNUAL REPORTS FROM DEANS AND VICE PRESIDENTS. WE WILL BE GIVING PEOPLE SOME TEMPLATES ON WAYS TO DO THAT, BUT WE DIDN'T SAY, "IT'S GOING TO BE THIS CHECKLIST," BECAUSE THE FISHER COLLEGE OF BUSINESS, WITH ITS 5000 PAGES AND--IS THERE ANYBODY HERE FROM H.R. TODAY?-- THE H.R. OFFICE THAT HAS A VERY MANAGEABLE SET OF WEB PAGES IN TERMS OF NUMBERS ON THEM, I DON'T KNOW, MAYBE 100 PAGES OR SOMETHING LIKE THAT, ACTUALLY ON THEIR SPACE. THE KINDS OF REPORTING STRUCTURES OR CHECKLISTS THAT MAKE SENSE ARE GOING TO BE VERY DIFFERENT. THE STANDARDS THAT WE'VE DEVELOPED HAVE 19 SPECIFIC STANDARDS. THOSE STANDARDS ARE ABOUT DESIGNING AN ACCESSIBLE WEB PAGE, MAKING IT USABLE FOR INDIVIDUALS WITH A VARIETY OF DISABILITIES, WHETHER THEY'RE USING SCREEN READERS, OR WHETHER THEY'RE A VOICE OUTPUT TECHNOLOGY, WHETHER THEY HAVE ALTERNATIVE INPUT DEVICES, ALTERNATES TO MICE BECAUSE OF MOBILITY ISSUES, OR WHETHER THEY'RE DEAF AND NEED CAPTIONING KINDS OF THINGS. THOSE WERE THE PRIMARY MOTIVE BEHIND THOSE POLICIES. A LOT OF THE SAME POLICIES HAPPEN TO MAKE-- OR THE SAME STANDARDS AND TECHNIQUES-- HAPPEN TO MAKE WEB PAGES HIGHLY USABLE IN A VERY WIDE RANGE OF PLATFORMS. SO I'VE GOT A NEW LITTLE PDA THING AND I WAS HAPPY TO SAY THAT IT'S READING POWER-POINT SLIDES AND THINGS MUCH NICER THESE DAYS, BECAUSE A LOT OF THE SAME TECHNOLOGY THAT CREATES A TEXT ALTERNATIVE, AND ONE THAT'S READABLE, ALLOWS YOU TO WORK ON A SMALLER SCREEN, ALLOWS YOU TO WORK ACROSS A VARIETY OF PLATFORMS. SO THERE ARE A LOT OF REASONS THAT THESE THINGS SIMPLY MAKE GOOD DESIGN SENSE. THE MAJOR PURPOSE OF OUR WEB SPACE, IN SOME SENSE, THE MAJOR PURPOSE OF THE UNIVERSITY, IS ABOUT THE CREATION AND DISSEMINATION OF KNOWLEDGE. SO, IN THAT CONTEXT, IT CERTAINLY MAKES SENSE THAT THE WEB, AS A MAJOR PIECE OF SPACE, BE ACCESSIBLE. THE WEB SPACE, IN MANY WAYS, PEOPLE HAVE STARTED TO THINK ABOUT IT AS A VIRTUAL PHYSICAL ENVIRONMENT, AND SO A LOT OF THE CONCEPTS THAT WE USE FOR BUILDING ACCESSIBILITY KIND OF MADE SENSE WHEN WE WERE TALKING ABOUT WEB ACCESSIBILITY. I DON'T KNOW HOW MUCH PEOPLE ARE INTERESTED IN SOME OF THE LEGAL BACKGROUND FOR THIS, BUT YOU'LL GET AT LEAST A TASTE TODAY, AND THEN, WHEN DO Q & A, YOU CAN ALWAYS GRAB ME LATER AND ASK ME MORE. IN THE SENSE THAT LOTS OF OUR WEB SPACE IS LIKE OUR CAMPUS AND IT JUST STANDS THERE OPEN AS AN INVITATION FOR ANYONE TO COME AND VISIT, IT MAKES SENSE TO CONSIDER ACCESSIBILITY UP FRONT. THERE ARE PARTS OF OUR WEB SPACE THAT ARE MORE LIKE, SAY, STATISTICS 100. AND WHEN I TEACH STATISTICS, WHERE PEOPLE HAVE TO LET ME KNOW THEY'RE COMING, THEY HAVE TO GIVE US MONEY, THEY HAVE TO SIGN UP IN ADVANCE, WE KNOW WHO THEY ARE, AND WE CAN MAKE THINGS ACCESSIBLE FOR THEM, BECAUSE WE KNOW WHO THEY ARE. SO IF A STUDENT IS TAKING STATISTICS AND IS BLIND, THEN I CAN TAKE MY TEXTBOOK, ONCE THAT STUDENT HAS REGISTERED, AND START TO GET IT PUT ON TAPE, OR CONVERT IT INTO BRAILLE, OR CONVERT IT TO A DIGITAL FORMAT THAT THE STUDENT CAN USE WITH TECHNOLOGY. WE'RE GOING TO A PAPERLESS PAYROLL SYSTEM, FOR ANYBODY WHO HASN'T CAUGHT ONTO THAT YET. SO IT'S CERTAINLY CENTRAL TO HOW WE DO BUSINESS. OSU HAS A LONG HISTORY OF BEING COMMITTED TO ENSURING PEOPLE ACCESS TO A WIDE RANGE OF CONSTITUENCIES AND THERE'S NO REASON WHY THAT WOULD BE DIFFERENT FOR WEB-BASED INFORMATION OR FOR OUR INFORMATION KINDS OF SERVICES. AND THE OTHER PIECE IS MAKING SURE WE'RE IN COMPLIANCE WITH FEDERAL AND STATE REGULATIONS. AT THIS POINT, THE STATE HAS PASSINGLY CONSIDERED SPECIFIC REGULATIONS ABOUT WEB ACCESSIBILITY BUT HAS NOT PASSED ANYTHING. THE FEDERAL REGULATIONS FALL INTO TWO BROAD CATEGORIES AT THIS POINT. MANY OF YOU HAVE HEARD OF SECTION 508. SECTION 508 OF THE REHABILITATION ACT. IT IS, AT THIS POINT, ABOUT THREE YEARS OLD. IT WAS PASSED SPECIFICALLY TO ENSURE THE ACCESSIBILITY OF FEDERAL AGENCY WEB PAGES, TO MAKE SURE THAT WHEN THE FEDERAL GOVERNMENT DID BUSINESS ON THE INTERNET THAT IT WAS ACCESSIBLE. DESPITE WHAT YOU MAY OR MAY NOT HAVE HEARD, AND YOU HAVEN'T HEARD IT FROM ME, 508 DOES NOT DIRECTLY APPLY TO ANY OSU WEB PAGE. IT IS NOT BASED ON BEING A FEDERAL FUND RECIPIENT. IT IS NOT BASED ON BEING A GRANT RECIPIENT, ALTHOUGH SOME GRANT PROGRAMS MAY HAVE THEIR OWN REQUIREMENTS ADDED. IT IS BASED ON BEING A FEDERAL AGENCY. THAT WAS DONE INTENTIONALLY AT THE TIME IT WAS PASSED. ONE OF THE LOGIC BEHIND THAT STANCE WAS THAT IT GAVE THE GOVERNMENT'S PURCHASING POWER BEHIND PEOPLE DEVELOPING TECHNIQUES AND TECHNOLOGIES THAT WOULD ALLOW ACCESSIBLE PAGES TO COME INTO BEING. THE OTHER REASON THAT WAS DONE IS IN SOME SENSE, FOR THE REST OF US, THE GOOD NEWS IS, 508 DOESN'T APPLY TO YOU. THE BAD NEWS IS, IT ALREADY DOES, BECAUSE THE AMERICANS WITH DISABILITIES ACT, TITLE 2, WHICH APPLIES TO US AS A GOVERNMENT ENTITY, SPECIFICALLY MANDATES EQUAL ACCESS TO GOODS, SERVICES, BENEFITS, PROGRAMS, AND INFORMATION COMMUNICATIONS. AND SECTION 504 OF THE REHABILITATION ACT, WHICH APPLIES TO US BECAUSE WE TAKE FEDERAL FUNDS, AND HAS BEEN AROUND FOR 30 YEARS, SAYS THAT EQUAL ACCESS TO PROGRAMS, BENEFITS AND SERVICES. AND THE INTERNET AND WHAT WE DO ON THE WEB IS NOTHING IF IT ISN'T COMMUNICATION, A SERVICE, OR A BENEFIT. I DON'T KNOW WHAT'S MORE BENEFICIAL THAN BEING ABLE TO LOG ONTO ELECTRONIC RESERVES AT TWO O'CLOCK IN THE MORNING WITHOUT GETTING OUT OF MY PAJAMAS. THAT'S CERTAINLY A BENEFIT. ONLINE REGISTRATION STRIKES ME AS A SERVICE AND THERE'S A WHOLE LOT OF COMMUNICATION. I DON'T EVEN THINK WE NEED TO THINK ABOUT EXAMPLES OF THOSE. THE ISSUE HAS BEEN HISTORICALLY THAT THE AGENCIES THAT ENFORCE 504 IN THE AMERICANS WITH DISABILITIES ACT, THE OFFICE FOR CIVIL RIGHTS, PRIMARILY, FOR US, AS A FEDERAL FUND RECIPIENT, OUT OF THE DEPARTMENT OF ED., FOR DECADES, THEIR ENFORCEMENT AGENTS WERE LAWYERS. AND WHEN SOMEBODY SAID FIVE, SIX, SEVEN, EIGHT YEARS AGO, "I HAVE A PROBLEM WITH ACCESS TO THE LIBRARY'S DATABASE"-- I'VE BEEN TOLD NEVER TO CALL IT A CARD-CATALOGUE SYSTEM ON THE COMPUTER, RIGHT-- "THE LIBRARY'S DATABASE, I CAN'T ACCESS IT, I'M BLIND," THE OFFICE FOR CIVIL RIGHTS SAID, "I'M A LAWYER. "I DON'T KNOW ANYTHING ABOUT COMPUTERS. "GEE, MAYBE YOU CAN HAVE A READER ASSIGNED TO YOU WHEN YOU GO TO THE LIBRARY WHO WILL READ OFF THE SCREEN," ET CETERA. THEY TRIED REALLY HARD NOT TO DEFINE WHAT AN "ACCESSIBLE WEB PAGE" WAS, 'CAUSE THEY DIDN'T FEEL THAT THEY HAD THE EXPERTISE. REASONABLE. WE PROBABLY DON'T WANT A BUNCH OF LAWYERS DEFINING WHAT AN "ACCESSIBLE WEB PAGE" IS. IT WOULD BE A VERY UGLY WEB PAGE, I'M SURE, ULTIMATELY. BUT 508 DID PASS AND THE OFFICE FOR CIVIL RIGHTS' WEB PAGE GOT REDONE THREE TIMES TO GET IT UP TO MEETING THE 508 STANDARDS FOR AN ACCESSIBLE WEB PAGE. AND THEN THE OFFICE OF CIVIL RIGHTS AND THE DEPARTMENT OF JUSTICE, THOSE ARE THE TWO PRIMARY ENFORCEMENT AGENCIES THAT WE WOULD THINK ABOUT, THE EEOC, THE EQUAL EMPLOYMENT OPPORTUNITY COMMISSION, A LITTLE BIT IN THE CONTEXT OF EMPLOYEE ACCESS TO WEB SPACES, ALL CAN POINT TO THEIR OWN WEB PAGE AND SAY, "I KNOW THIS IS DOABLE, BECAUSE WE DID IT." SO WE KNOW THE 508 STANDARDS WHICH YOU CAN LOOK UP AND THEY ARE REFERENCED IN THE CD THAT YOU ALL HAVE, THOSE 508 STANDARDS ARE AVAILABLE AS A BENCHMARK OF ACHIEVABLE ACCESS. THEY KNOW IT'S DOABLE. AND SO NOW, WHEN THEY TALK UNDER 504 IN THE A.D.A. ABOUT WHAT EFFECTIVE COMMUNICATION MEANS IN THE CONTEXT OF THE WEB, AND WHAT EQUAL ACCESS TO SERVICES THAT ARE WEB-BASED SERVICES MEAN, THEY CAN POINT TO THOSE 508 STANDARDS, THEY CAN POINT TO THEIR OWN WEB PAGE AND SAY, "WE NEED TO BE ABLE TO DO AT LEAST THIS MUCH, 'CAUSE WE KNOW THAT'S DOABLE." SO A STANDARD OF ENFORCEMENT EVOLVED. THAT IS WHAT WE WORKED ON AS A JUMPING-OFF POINT AS THE BASIS FOR THE OSU STANDARDS THAT WE'VE DEVELOPED. OUR NINETEEN STANDARDS ROUGHLY FOLLOW 508. THERE'RE A COUPLE OF PLACES WHERE WE VARY. MOST OF THE VARIANCES ARE BASED ON SOME REALITIES THAT ARE TRUE FOR US THAT JUST REALLY AREN'T TRUE FOR THE FEDERAL GOVERNMENT, LIKE ONLINE PASSWORD-PROTECTED CLASSES AND THINGS LIKE THAT, WHERE WE'VE GIVEN PEOPLE A SLIGHTLY LONGER TIMELINE AND A LITTLE MORE FLEXIBILITY AND HOW TO DEAL WITH WEB ACCESSIBILITY. AND SO THEY'RE REALLY CONDUCTING UNIVERSITY BUSINESS. THEY'RE TELLING UNIVERSITY INDIVIDUALS HOW TO RECYCLE ANY UNIVERSITY- SPONSORED PROGRAM. AND I'D KIND OF SAY THAT'S UNIVERSITY BUSINESS, AS A GENERAL RULE OF THUMB. AND AS A BROADER RULE OF THUMB UNDER 504, WHICH, WHILE IT DOESN'T FOCUS SPECIFICALLY ON WEB ACCESS, FOCUSES ON EQUAL ACCESS, TALKS ABOUT STUDENT ORGANIZATIONS BEING RUN IN A NONDISCRIMINATORY AND ACCESSIBLE FASHION. SO I WOULD ENCOURAGE MOST STUDENT ORGANIZATIONS, UNDER THAT PRINCIPLE, TO DO AS MUCH OF THIS AS MADE SENSE. PASSWORD-PROTECTED. I TALKED A LITTLE BIT ABOUT THIS.
