Why: Clicking on a location of a server-side image map only specifies the coordinates within the image when the mouse was depressed. The ultimate selection of the link or URL must be deciphered by the computer serving the web page. Thus, navigation is tied to specific screen location and not accessible to keyboard users. Note: Server-side maps may require the use of specialized applications or "plug-ins." If so, web authors are required to select an application accessible to assistive technology and provide a link to the download page where the accessible version may be acquired. (See Standard 13 -- Accessible Plug-ins.) How: Make sure links tied to a server-side image map also appear as text links somewhere else on the page.
